SINGAPORE, Oct. 14, 2026 (GLOBE NEWSWIRE) — Edward Langley, founder and CEO of Singapore-based crypto payments company Aconomy, says the Monetary Authority of Singapore’s (MAS) proposed stablecoin rules could make digital assets easier for consumers to trust and use. MAS is accepting public feedback on the proposals until 16 October 2026.
Published on 1 September, the proposals would amend the Payment Services Act 2019 to create a licensing regime for stablecoins pegged to a single currency. Licensed issuers would need to hold reserves worth at least the par value of the tokens in circulation and give holders the right to redeem at par. They would also be barred from paying interest. Licensed digital payment token service providers offering stablecoins that are not regulated by MAS to retail customers would have to provide reserve disclosures and risk warnings, and could not market those tokens as stablecoins.
Ho Hern Shin, MAS deputy managing director for financial supervision, said the framework would provide “clear regulatory guardrails for stablecoins that meet high standards of value stability.”
“Most people who use a crypto card or buy a stablecoin will never read a reserve report, and they shouldn’t have to,” said Langley. “What they need to know is that the token they hold is backed and that they can get their money out. Rules like these put that responsibility on issuers and platforms, where it belongs.”
Langley began his career as an investment banking analyst at Deutsche Bank before moving into digital assets as Compliance Director at OSL Group. He founded Aconomy in 2023. The company offers crypto payment cards, a digital-asset exchange and crypto gift cards, and has made simpler onboarding its main focus since launch.
He said clearer rules will only bring mainstream users into digital assets if the products themselves are also easy to use.
“If you want digital assets to become part of mainstream financial life, you have to start with the customer experience,” Langley said. “The consumer shouldn’t have to understand the infrastructure in order to use the product.”
Singapore’s proposals follow similar moves in Hong Kong, where the Stablecoins Ordinance took effect in August 2025 and the Hong Kong Monetary Authority granted its first issuer licences to HSBC and Anchorpoint Financial in April 2026.
“Singapore and Hong Kong are both setting standards that consumers can see and check,” Langley said. “That matters most to people who want to use a stablecoin to pay for things in their daily lives.”
